They did try that, and it almost killed the company. As you said, Apple is a hardware company, and that is where their margins are. That and they'd have to work with many, many more hardware configurations than they do currently. Part of the "Apple experience" is a guarantee of reliability, no crashes or weird bugs (not that they 'never happen', but they're quite rare unless you're doing something that messes with the core OS) – with an endless number of hardware configurations it opens the doors to many more problems.
That and I personally don't want Apple to grow too much more in market share, so that all the malware coders don't see OS X as a worthy target compared to Windows (with it's large market share, 93% or wherever it sits now).
Also, the new version of Safari is quite nice. :)
(On OS X at least, I use FireFox when I'm booted into Windows)
